He was instrumental in pushing through Insolvency and Bankruptcy Code (IBC). Assam is among the best when it comes to managing Covid-19 crisis. Proactive and innovative measures taken to manage the pandemic in Assam are referred to as ‘Assam Model’. Samir Sinha was the architect of ‘The Assam Model’ of Covid management. Even before the virus reached the state, Sinha took measures to expand treatment and testing facilities. PPE kits and other equipment were imported. His proactive measures helped in minimising the contingencies. In his current position as Principal Secretary to the chief minister, Mr Sinha has introduced several reform measures to bring more transparency in governance at the top level. He has played a pivotal role in the implementation of loan waiver scheme ‘Assam Microfinance Incentive and Relief Scheme’. Under this scheme, relief has been provided to all borrowers to the extent of loans from up to three lenders and for a loan amount of up to Rs.1.25 lakh.
