During his tenure as a member of the IAS from 1979-2016, he served departments of agriculture, agro-processing, cooperation, food management and food processing. He was Secretary Agriculture and Food Processing. Several schemes of the first Modi government were formulated under his supervision as Secretary, Agriculture. A prolific writer, he has authored several research papers on agriculture and the rural economy. Since his superannuation in 2016, he has been working with Indian Council for Research on International Economic Relations (ICRIER) as Visiting Senior Fellow where he is engaged in research on various aspects of Indian agriculture and food processing.
