Known as a no-nonsense and tough administrator, Sanjay Kumar leads from the front. When Covid-19 pandemic hit Bihar, he streamlined and introduced several proactive measures to mitigate the impact of the pandemic on common people. In order to bring transparency Kumar started the practice of sharing minute-to-minute details of the action taken by his department.
He provided the much-required support to use of ‘TV’ as a medium of imparting quality education and by digitising all education material from Class I to XII via portal, e-LOTS. He has been credited with spearheading an enrolment drive, which helped more than 36 lakh students enrol in government schools. His leadership has led to the transformation of Aspirational Districts where 4 districts from Bihar are among Top-5 Aspirational Districts as ‘Champion of Change’.
Mr. Kumar has served as a Civil Servant in the Indian Administrative Services since 1990. He has held several assignments including Private Secretary to the Minister of Social Justice and Empowerment in GoI and Principal Secretary to Chief Minister of Jharkhand with wide experiences across health, labour, and education sector.
Mr. Kumar joined as the Principal Secretary in Education in September, 2020 at a crucial time when school systems were experiencing new challenges and were undergoing learning disruptions. He provided the much-required leadership and overarching support by employing widespread use of `television’ as a medium for imparting quality education and by digitising all education material from classes 1 to XII via a portal called, e-LOTS. He was also instrumental in leveraging resources from partner organizations to ameliorate school education. He has been credited with spearheading a highly successful enrolment drive which helped more than 36 lakh students enrol in government schools. He has also made significant contribution in developing depositary of e-resources which have aided in student learning during the COVID-19 pandemic and beyond.
His leadership has led to transformation of Aspirational Districts where 4 districts from Bihar are among Top 5 Aspirational districts as per “Champions of change” by NITI Aayog namely Muzaffarpur, Aurangabad, Banka and Sheikhpura,
Mr. Kumar’s leadership is laying a Solid foundation toward new era for Bihar’s Higher Education by initiatives: to improve Gross Enrolment Ratio by using innovative strategies such as scaling the operations of distance learning via Nalanda Open University; Implementation of Bihar State Ranking Framework (BSIRF) for improving quality, creation of UMIS for guiding Institutions towards excellence. Above all his vision is to take Higher Education in Bihar to new heights through digitization and process driven reforms.
